Applications open for the second year of Riyadh’s Real Estate Balance Program, offering residential land to eligible citizens under specific requirements and criteria

The Royal Commission for Riyadh City began receiving applications for the second year of the Real Estate Balance Program on August 16, 2026. Applications will remain open until September 15, 2026, through the program’s dedicated electronic platform. The program comes as part of efforts to enhance balance in Riyadh’s real estate market by providing planned and developed residential land to citizens, contributing to increasing housing supply and improving homeownership opportunities within the capital. The program aims to provide between 10,000 and 40,000 land plots annually for five years, with the price not exceeding SAR 1,500 per square meter. The plots are allocated to eligible beneficiaries according to a set of requirements and criteria established for the program. The application process includes electronic registration, verification of applicants’ eligibility, participation in the electronic lottery procedures, followed by land allocation and completion of the sale and ownership procedures. The program requires several eligibility criteria, including being a Saudi citizen, having resided in Riyadh for at least three years prior to applying, and not having previously owned a property, in addition to meeting the other requirements set by the supervising authority. The launch of the program’s second year reflects continued efforts to address part of the housing supply challenges in Riyadh and support citizens’ opportunities to own residential land, in line with the city’s rapid population and urban growth.
